On Monday evening, November 5, the six City of Langford councillors for 2018-2022 were sworn in during a brief inaugural council meeting in Langford council chambers.

The swearing-in of re-elected councillors Denise Blackwell, Matt Sahlstrom, Lanny Seaton, Lillian Szpak and Roger Wade and new councillor Norma Stewart was attended by a full crowd of staff, family, friends, and members of the local community including developers. Also attending were representatives of Premier John Horgan’s Langford-Juan de Fuca constituency office.

Re-elected as Mayor on October 20, Stew Young was unable to attend the November 5 meeting, being away on a pre-arranged vacation (before the election date was changed by the provincial government). Mayor Young will be officially sworn in at the next regular council meeting on November 19.

The business of the meeting included appointments to boards and committees, adoption of the minutes from September 24 & 26 council meetings, as well as receipt of the minutes of the West Shore Parks and Recreation board meeting of July 16 at which CAOs represented the municipalities.

Bylaw 1809 received first reading in which various amendments to the MUE1 (Mixed Use Employment 1) Zone in the Leigh Road area were applied for by Turner Lane Development Corporation to include permitted uses of underground vehicle storage and underground mini-storage, and to allow up to 200 Assisted Living Apartment Units in one area.

A report was received about the provincial government recommending increases in the size of municipal taxi fleets increase by up to 15%. The new Langford council endorsed the increase that will see Bluebird will get up to eight more vehicles for a maximum fleet of 64; Yellow Cab up by 15 vehicles to 116; Esquimalt Saanich Tax LTD up by one to 13; and Peninsula Taxi LTD up by one to five.

A new additional Deputy Corporate Officer was appointed, seeing that role assigned with signing authority to Adriana Proton, Manager of Legislative Services. Director of Corporate Services Braden Hutchins is the Corporate Officer, and Chief Administrative Officer (CAO) is Darren Kiedyk has also been and continues to be a Deputy Corporate Officer. Kiedyk this evening conducted the swearing-in ceremony.

Afterward there was mingling, refreshments and cake.
