Commuters and other users of Jacklin Road through central Langford will likely want to note a traffic interruption scheduled for Thursday March 14.
As part of a long-term apartment building construction project at Jacklin Road and Lequesne, a concrete pour on March 14 will require the reduction of traffic along Jacklin between Lequesne Ave and Orono Ave.
- Boulevard and lane closure, 7 am to 10:30 pm.
- Traffic will be reduced to one lane in the northbound direction to accommodate the building foundation concrete pour.
- The Jacklin Road southbound driving and bike lanes will be closed and rerouted to Lequesne Ave/Knotty Pine Road/Orono Ave. Only the northbound direction will remain open.
- Hockley Ave will be limited to right-in right-out only.
Pedestrian access will be maintained through the work area, providing road crossing with the help of designated traffic controllers.
Expect delays:
Drivers, cyclists and pedestrians are asked to obey traffic control personnel and watch for signage for temporary changes. Delays may be expected.
Multiple trucks:
Multiple concrete trucks will be staged at the two-way left turn lane and the right shoulder road of Knotty Pine Road and Lequesne Ave. Business access will be maintained.
Long-term project:
Starting Monday November 27, 2023 through to August 2025 there will be single-lane traffic on Jacklin Road between Lequesne Avenue and Orono Avenue in both directions.
That is to accommodate the construction staging of a multi-unit rental building tower at 2826 Jacklin Road, being developed by Lubec Construction. There is the equivalent loss of both bike lanes and the two-way centre left turn lane for 20 months.
“It is unknown what level of impact the loss of the two-way centre left turn lane will have on the broader transportation network without a Traffic Impact Assessment (TIA),” it was stated in the City of Langford November 20, 2023 council meeting agenda.
A new apartment building in the works. The application to rezone 2822, 2824, and 2828 Jacklin Road from the One- and Two-Family Residential (R2) Zone to the City Centre Pedestrian (CCP) Zone to allow for the development of a 12-storey mixed use build under Application No. Z21-0036 and Bylaw No. 2032 was adopted by Council on July 18, 2022. The building permit was issued on September 26, 2023 and onsite construction work has commenced.
Sidewalk use:
There is a fence along the sidewalk, with sidewalk use still available. According to a staff report at the November 20, 2023 City of Langford council meeting, the developer will be prioritizing sidewalk connectivity around the licence area in an accessible way with temporary barrier-free ramps and concrete barriers on the roadway for protection.
Traffic context:
Due to the single-lane setup, there will be localized traffic delays, 7 am to 5 pm on weekdays, and on weekends as required. Delays will be related to the delivery of construction materials.
Jacklin Road is a major traffic artery through downtown Langford with a traffic load of 5,000 to 30,000 vehicles per day. To the north of that stretch of Jacklin are some small stores, access to the busy Goldstream Avenue business section, and an elementary school. To the south of that stretch is Langford Parkway (with commercial and stadium), Westshore Town Centre and Belmont Market.
Alternative pedestrian access along Jacklin Road will be provided throughout this work with Traffic Control Personnel during working hours for the duration of the project.
Both northbound and southbound bike detour routes will be provided as options for cyclists.
Access to 2800-block Jacklin Road businesses for northbound traffic can be accessed via Orono Avenue to Knotty Pine Road to Lequesne Avenue, as shown on the map.
