Appointments not mandates:

Of course there’s been speculation about all of the appointments, and to some degree some analysis about content of the mandates for Ministers in leading their ministries.

What’s interesting is that in recent days the premier’s office announced that new cabinet ministers will get only appointment letters, not mandate letters.

Eby and his transition team are taking time to reflect the government’s new, strengthened or otherwise realigned priorities for the 43rd Parliament. Full mandate letters won’t be coming until January, as was announced on Friday November 16.

The first full session of the 43 Parliament is expected to come mid-February, with delivery of Budget 2025.

MAINLAND (NDP holds 34 of 78 ridings, mostly in urban areas)

Notes ahead of November 18:

  • Choosing MLAs for cabinet from the mainland list will be a challenge for Eby who needs to balance urban-rural together with previous cabinet experience.
  • Likely to end up in cabinet again are these strong performers: Brenda Bailey, Lisa Beare, Adrian Dix, Mike Farnworth, Ravi Kahlon, Anne Kang, Bowinn Ma and Jennifer Whiteside.

VANCOUVER ISLAND (NDP holds 13 of 15 ridings)

Notes ahead of November 18:

  • Former Premier John Horgan worked hard to build the BC NDP stronghold on Vancouver Island, and that strength was maintained for Eby in the October 19, 2024 election. Hopefully the rock-solid NDP support on Vancouver Island is reflected in Eby’s new cabinet.
  • Several experienced cabinet ministers herald from the Vancouver Island list, notably Grace Lore, Sheila Malcolmson, Josie Osborne, and Lana Popham. Ravi Parmar held a Parliamentary Secretary position in 2024.
  • Eby could make strong in-roads in Oak Bay if he puts Diana Gibson in cabinet.
  • As he struggles to deal with the urban-rural divide, Eby could assign Dana Lajeunesse (in the area of John Horgan’s old riding) to the rural front.
