The Parliamentary Budget Officer issued a new publication called Removing the Goods and Services Tax (GST) from funeral-related expenses on January 21, 2025.
The proposed legislation as Bill C-397 to remove the GST from funeral-related expenses would produce $679 million to the federal revenue stream over the 2024-25 to 2028-29 fiscal years.
The PBO notes that the financial conclusions are uncertain as prices can vary between years and geographic areas
However, due to the proprogation of parliament (announced by the prime minister on January 6, 2025) Bill C-397 will not proceed.
Streamlining opportunity lost:
Bill C-397 also proposed the introduction of a one-stop service for reporting a death, which would allow the information to be shared with all relevant government agencies through a single notification. However, this costing note only estimates the cost of making the GST zero-rated.
Private member’s bill:
Bill C-397 was a private member’s bill proposed by Don Valley East Liberal MP Michael Coteau (second reading June 14, 2024).
