British Columbians are invited to provide feedback about CleanBC, the Province’s plan to improve energy efficiency, reduce emissions and increase the use of clean energy.
An independent review of CleanBC’s programs and policies is underway and public input will help inform its findings, says the Ministry of Energy and Climate Solutions.
The review is assessing how well CleanBC is working, where improvements could be made and how its programs affect people, communities and the economy.
Feedback can be submitted through a short survey until August 1, 2025. Direct Link to the CLEAN BC REVIEW SURVEY.
What is the survey about?
The review will consider and make recommendations to government on the following areas:
- Climate Targets
- Review the 2030 sectoral emissions reduction targets
- Review B.C.’s legislated 2030, 2040, and 2050 targets, and update based on current scientific
understanding; consider setting interim emissions targets to maintain progress - Advise on establishing targets a reporting and accountability mechanism for emissions not
currently covered by CleanBC - Climate Policy
- Review progress and limitations of the core climate policies (i.e., legislation and regulations)
including but not limited to CleanBC (2018), the CleanBC Roadmap to 2030 (2021), and
subsequent and associated policies and guidelines, such as the Energy Action Framework, oil
and gas emissions cap, and Output-Based Pricing System - Identify new emissions reduction policies, legislation, programs, initiatives, and measures to
ensure achievement of updated emissions reduction targets - CleanBC Programs
- Review progress on and limitations of the core climate programs’ effectiveness and funding
envelopes including but not limited to CleanBC (2018), the CleanBC Roadmap to 2030 (2021)
and subsequent and associated programs - CleanBC Public reporting and accountability
- Review and recommend measures to ensure openness, transparency and accountability for core
climate policies - Strengthen and enhance reporting and accountability measures, including but not limited to the
Climate Change Accountability Act and emissions forecasting and modelling procedures
Transportation, home building, industry:
CleanBC includes supports for cleaner transportation, home and building upgrades, and reducing emissions from industry. It aims to help British Columbia transition to a low-carbon economy, while keeping energy affordable and reliable.
The review is being led by tow people that the BC Government calls “independent climate-policy experts”:

- Merran Smith (President of New Economy Canada)
- Dan Woynillowicz (with Polaris Strategy & Insight)
The panel will engage with Indigenous people, local governments, environmental non-government organizations, industry, climate experts, the Climate Solutions Council and other interest holders.
Written submissions:
In addition to public feedback, interested parties, including affected industry professionals, labour representatives, environmental NGOs and climate experts, are invited to make written submissions to CleanBCReview@gov.bc.ca until 4 p.m. on July 18, 2025.
First Nations rights and title holders, Indigenous organizations and local governments are invited to make written submissions to CleanBCReview@gov.bc.ca until 4 p.m. on Aug. 1, 2025.
Submission should be a maximum of 2,500 words. All submissions will be read and considered as part of the CleanBC review.
Key dates for the review:
- Sept. 1, 2025 – Draft recommendations submitted to government
- Oct. 15, 2025 – Final recommendations submitted
- Late fall 2025 – Final report released publicly
