Former District of Sooke Chief Administrative Officer (CAO) Norm McInnis has passed away.

The District of Sooke released news of his death today, July 31, 2024.

“It is with profound sadness that we announce the passing of Norm McInnis, former Chief Administrative Officer (CAO) of Sooke, who bravely battled cancer until his passing on July 30, 2024. Norm passed away supported by his loving family, including his devoted wife and high school sweetheart, Corey, his cherished children, and his precious granddaughter,” it was stated in a District of Sooke news release today.

Background with the District:

On the job as the Chief Administrative Officer (CAO) at the District of Sooke since 2019, Norm McInnis had been the CAO with Sooke since 2019, but in May 2022 went on medical leave to undergo cancer treatment, serving as CAO until March 2023.

Don Schaffer was at first the interim CAO when McInnis left, then Raechel Gray became the interim CAO (until becoming full-time CAO this year).

Dedicated public servant:

McInnis was well-liked, and seemed to slide easily and amicably in the municipality’s top job in 2019. He demonstrated a sense of balance around the politics of municipal work and had an easy grasp on the details and complexities of the job for a growing municipality.

“Norm was more than a dedicated public servant; he was a pillar of our community who will forever be intertwined with the spirit of Sooke,” said Sooke Mayor Maja Tait.

“He took immense pride in his role as a public servant and community builder, exemplifying an unwavering commitment to service and collaboration that left an indelible mark on the people of Sooke and in every community he served. His vision for a vibrant local economy began with the creation of the Community Economic Development portfolio and while his time was cut short to see Sooke reach its potential, this eventual reality will be a part of his legacy,” it was stated by the District of Sooke today. 

McInnis was a passionate volunteer as a Rotarian. His dedication extended beyond Sooke; he also served as CAO in the towns of Westlock, Olds, and Fernie, enriching each community with his leadership and collaborative approach.

“Norm was a leader whose gentle soul and calm, quiet approach touched everyone he met,” said Mayor Maja Tait. “His passion for Sooke, coupled with his care, diligence, and thoughtfulness in everything he did, have left an enduring impact on our team and the community. His loss is deeply felt, and his memory will continue to inspire us.”

Natural beauty of Sooke:

Throughout his life, Norm found solace and joy in the natural beauty of the Sooke hills, where he hiked many trails and fostered deep connections with nature. He also cherished the camaraderie of his friends during motorcycle trips, creating lasting memories that echoed his adventurous spirit.

“Norm’s dedication to Sooke was unparalleled. He was an inspirational leader who brought the best out of our team,” remarked CAO Raechel Gray who worked with Norm as Director of Finance before serving in her current role. “His commitment to community service and collaboration will continue to guide us forward. I am privileged to have had the opportunity to work with him.”

Flags at half-mast:

In honour of Norm McInnis’s memory, flags will be flown at half-mast at Sooke Municipal Hall until B.C. Day.
