View Royal staffer promoted to corporate administration director

The Town of View Royal is pleased to announce the promotion of Elena Bolster to the position of Director of Corporate Administration.

Bolster has worked for the Town since 2000 and has served as Deputy Corporate Officer since 2011. She holds a Certificate in Local Government Administration from Capilano University and is a member of the International Institute of Municipal Clerks. With more than three decades of experience in local government and in-depth knowledge of the Town’s operations, history and governance, she brings a strong foundation to this senior leadership role. Bolster has also served as Deputy Chief Election Officer for several municipal elections.

Bolster has a steady, calm approach to working with those who interact with the municipality. She takes a deep interest in the well-being of the township where she has now worked for 25 years.

“Elena brings an incredible depth of corporate knowledge and a wealth of local government experience to this role,” said Scott Sommerville, Chief Administrative Officer. “We’re fortunate to have her stepping into this leadership position.”

“Elena represents the very best in public service and has decades of experience making View Royal a better place,” said Mayor Sid Tobias. “Her dedication to her role has earned and maintained the trust of the public, Council and staff.” Tobias has been the mayor since October 2022.

As Director of Corporate Administration, Bolster is responsible for delivering administrative services to the Town, including oversight of the Corporate Administration Department. Her duties include policy and bylaw management, Council and committee support, corporate records management, preparation of departmental budgets, and supervision of the municipal elections process.

The position was previously held by Sarah Jones, who departed earlier this month to take on the role of Chief Administrative Officer for the District of Highlands.
