UPDATE at 5:42 pm PT: Langford Council at a Special Council Meeting this evening (that started at 5:29 pm) passed a motion that the developer of The Scene has two weeks to shore up the south supporting wall. If that work is not done by February 26, 2026 the City of Langford will do the work and charge the cost to the developer.
Langford Mayor Scott Goodmanson pointed out that the meeting was “to consider whether or not there is a safety hazard with respect to the area identified by WSP Canada. There was no public participation as Council was only considering whether or not a remedial action order is required.
“This is a technical and legal matter and Council must only consider the information contained in the report,” said Goodmanson.
- Councillor Mary Wagner said this is action to protect residents and show respect for the neighbourhood, that the City is doing its due diligence.
- Councillor Keith Yacucha: “It’s a big safety concern and a shame that it’s not being doing proactively by the developer. He is “eager to see this quickly rectified”.
- Councillor Colby Harder thanked staff and consultants for the urgency with which they processed the details of this issue in the last day or two.
Public input on this and other issues can be provided to Mayor and Council at a public town hall on Saturday February 28 (11 am to 2 pm), location to be announced.

As posted at 2:33 pm today:
A condo property under development in Langford called The Scene is still pretty much a hole in the ground. And the City of Langford is not happy about it.
Langford Mayor Scott Goodmanson addressed media at noon on site at the property on Scafe Road (backing onto Peatt Road) in central Langford.

The Scene footprint is comprised of land at 2748 Peatt Road and 2745 Scafe Road, a project under development by Jagpal Developments and serviced by The Agency Real Estate Marketing Group.
The Scene is the only The Agency project on Vancouver Island. All their other projects are on the BC Mainland.
Response from the developer:
Island Social Trends is awaiting response back from The Agency and Jagpal Developments.
Meanwhile, mid-afternoon, we received a statement from Evantra Developments regarding 2748 Peatt Road:
- “The City of Langford contracted an engineering peer review of the hoarding walls as standard practice. We were only made aware of this report from the city, this afternoon, after the media was already informed.”
- “We are unclear why the media was notified of the peer review report prior to the developer, and prior to us being able to address the concerns regarding the small portion of hoarding wall on the south face.”
- “We are now working with our geotechnical engineering team and construction team to address the concerns immediately.”
Political shift:
The way things were done in Langford before is not the way things are done now, says Mayor Goodmanson, who is seeking a second term as mayor in the upcoming October 2026 municipal election.
The mayor says that The Scene site is just one of a few properties that got started by offshore developers (Vancouver mainland mostly) who are essentially treating Langford as a place to park a potential project but are making no progress with construction.
This isn’t the first project that Goodmanson feels is indicative of larger real estate enterprises taking advantage of a smaller community that hopes to grow. He says there are many reliable and productive local developers doing projects in the west shore region of Greater Victoria, that it seems larger offshore investment enterprises may see Langford as a place where they can get away with leaving projects behind schedule or abandonned.
Ironically, within view of The Scene is another building Danbrook One that had structural issues that the City of Langford had to deal with (prior to this 2022-2026 council).
If there’s an underlying political message here, it may have to do with rumours that the former mayor is running again. Most of the projects that the current council inherited in 2022 were underway from dealings with the City under the previous mayor and council.

The development permit for The Scene still has about one or two years to go, said City of Langford Director if Engineering Kate Balzer today during the press conference. That means it’s private property and the City doesn’t have a lot of ways to push along progress of the project.
Hazardous condition:
Earlier this morning, the City of Langford advised residents located directly adjacent to 2748 Peatt Road, a condo development known as ‘The Scene,’ of a hazardous condition on the property which the City recently became aware of through standard building regulation and due diligence processes.

As part of the City’s review of geotechnical reports associated with a proposed development on the site, the City retained WSP Canada Inc. (WSP), an independent engineering firm, to conduct a peer review of the geotechnical information submitted to date. During this review, the City says that WSP identified concerns related to the shoring on site that may pose a public safety risk.
The findings from WSP indicate there is a risk of sloughing along the southern wall of the excavation, which abuts the northern boundary of a neighbouring strata property. Evidently, this risk could increase if heavy trucks or emergency vehicles were to access the adjacent strata road.
No heavy vehicles:
WSP has recommended that the strata road not be used by heavy vehicles such as garbage trucks, moving or delivery vehicles, or emergency vehicles, until the situation is resolved. Residents in the adjacent neighbourhood have been advised that they do not need to evacuate their homes.

Staff and the Mayor met with or personally delivered letters to each resident of the area first thing this morning to provide immediate notification and answer any questions. While this is a private property matter, as soon as the City was made of aware of this potential public safety hazard, the City says it stepped in to ensure a swift response and action.
Project progress to date:
According to the City of Langford, the lots which comprise the lands at 2748 Peatt and 2745 Scafe were re-zoned in January 2022 to allow for a high-rise complex consisting of two towers, 18 and 24 storeys, including a common podium.
The site was excavated under an excavation permit issued January 25, 2023 and shoring was installed. Since the excavation, there has been little progress on the site development. In April 2025 a foundation permit was issued and in October 2025 some minor footings were poured.
Impact for a growing city:
In addition to the property being an eyesore for a long time, if the project doesn’t go ahead, Langford loses out on much-needed condo residential space (some of which could likely be rented out) as well as the commercial space and office space opportunities.
There have been pre-sales of the condo units, according to one Realtor with RE/MAX Camosun.
Special council tonight:
City Council will receive information regarding the situation at a Special Council Meeting tonight at approximately 5:15 p.m., following an In-Camera meeting.
At that meeting, Council will consider whether to issue a Remedial Action Order, which, if approved, would require the property owner to take immediate steps to address the hazardous condition.
If the required steps are not completed within two weeks of the date the City received the WSP letter, the Remedial Action Order would allow the City to step in and take necessary steps to ensure that the hazard is rectified.
The meeting will follow a 5 pm in-camera meeting and will be open to the public — likely starting around 5:20 pm the Mayor said today.
