There are still some outstanding issues between the City of Langford and the Pacific FC (PFC) soccer club.

PFC has been based in Langford since first starting as a professional men’s soccer club in Langford in late 2018. The first season was held at Starlight Stadium (then called Westhills Stadium) starting April 2019.

Games continued in an adapted way through the pandemic seasons in 2020 and 2021, and got back to regular action in 2022 forward.

In September 2025, the City went public with some details about the contractual situation with PFC.

2026 season:

Monies owed to the City remain outstanding and the lease expired at December 31, 2025.

But the City will allow access for stadium use on a game-by-game basis so that the 2026 season can happen for the benefit of the community and for fans who have pre-purchased season tickets.

The 2026 PFC season is scheduled to start on October 29, 2025.

Season memberships for 2026 went on sale starting Sept 2025: General admission seating Season Membership starts at $275 per person, West End $330, Sideline $330, Midfield $525, Centre Field $700, Premium Centre $900.

Then and now:

Generally speaking, the City under the previous council (up to October 2022) appears to have provided considerable leeway to PFC as they established a business foothold in their first few seasons.

The City has in the last few years been hoping to see stadium-use transactions be stabilized, so that Langford taxpayers are not unduly footing the bill for the soccer club.

It’s possible there aren’t enough local regular crowd attendees within Langford in order for PFC to sustain regular revenues.

Statement from the City today:

For the public’s information, here is the City of Langford’s statement in full (dated January 21, 2026):

“The City of Langford values its longstanding relationship with Pacific FC (PFC) and the role the club plays in the community. Since the last update to the public on September 19, 2025, the City and PFC have been in negotiations for a new long-term Stadium Use Agreement.

“Despite the efforts of both parties, the City and PFC remain divided on several key components of the proposed Stadium Use Agreement and the existing Island Training Centre lease.

“Earlier today the City informed PFC that until such time as the parties reach an agreement on outstanding matters, PFC may use the stadium for games on a game-by-game basis and pay the stadium use fee at least two weeks in advance of each game. This approach will allow the 2026 season to proceed, while protecting the interests of the Langford taxpayer.

“The City is working with PFC to resolve the outstanding matters, including establishing a payment plan with PFC for outstanding debts and establishing timelines for PFC to meet several unmet contractual obligations, many of which were noted in the update to the public on September 19, 2025.

“The City remains hopeful that these matters can be resolved in a timely manner. Updates will be provided as appropriate.”
