BC Corrections has advised the public that a high-risk sex offender is anticipated to be residing in the Campbell River area. He was released from custody today.
Tyson Jerome Andrew is described as a high-risk violent sex offender and is the subject of a public notification conducted by the Ministry of Public Safety and Solicitor General, BC Corrections.
Age 31, Andrew is 5 feet 8 inches tall and weighs 189 pounds. He is Indigenous with black hair and brown eyes. He plans to reside in Campbell River.
“Andrew has a lengthy criminal history that includes convictions for sexual assault and poses a significant risk to women,” says BC Corrections in a news release today.
Residing in the community:
BC Corrections has no authority to determine when or if an individual is permitted to reside in a community. Those are decisions that are made solely by the courts, according to a background statement from the Ministry of Public Safety and Solicitor General.
“In this case, the person in question has completed his full sentence and is currently under a two-year 810.2 supervision order with 11 conditions he must abide by, including where he must reside,” the backgrounder stated.
“Outside of a court order, no legal authority exists for the Province or any law enforcement agency or public body, to tell individuals in which community they can or cannot live,” it was stated by the Ministry.
“The higher the risk an individual poses, the higher the level of supervision,” the Ministry stated.
11 court-ordered conditions:
Tyson Jerome Andrew is subject to close monitoring by authorities and 11 court-ordered conditions including:
- You must not possess or consume alcohol or drugs or any other intoxicating substances, except with a medical prescription.
- You must not enter into or continue any close or intimate, dating, common law relationship, or marriage with any person until you have informed your probation officer.
- You must obey a curfew by being inside your residence or on the lot of your residence, between the hours of 10PM and 6AM, each day, until March 13, 2025.
If you see him:
“If you observe the subject in violation of any of the above conditions, please call your local police agency,” says BC Corrections.
Anyone with questions concerning the public notification process, is guided to contact BC Corrections at (250) 387-6366.
Public Safety Minister’s comment:
“I completely understand people’s concern any time they hear news like this,” said Mike Farnworth, Minster of Public Safety and Solicitor General, in a statement today.
“BC Correction has told me that this individual is subject to an intensive level of monitoring and supervision in the community,” said Farnworth in today’s statement.
“It’s my expectation that BC Corrections will work closely with police and partner agencies to monitor this person’s 11 court-ordered conditions and take enforcement action if he violates any of them.”
“We want the public to be aware of this individual’s presence in the community and to contact authorities if they observe him engaging in any activity that could be considered a violation of the court’s order so action can be taken to keep people safe. To be clear, any breach of conditions can results in an individual’s return to custody,” said Farnworth.
