The federal riding of Cowichan-Malahat-Langford is geographically large.
To best serve the more than 100,000 constituents in his riding as the federal member of parliament Conservative MP Jeff Kibble has opened two constituency offices: one in Langford, and one in Duncan.
- The Langford office is at 202-814 Goldstream Avenue in the heart of town. The office hours are 8:30 am to 4 pm, by appointment. Phone contact: 250-434-8138 or Toll Free: 1-866-609-9998.
- The Duncan office is at 103-255 Ingram Street. That office will be open part-time three days per week, 12 noon to 4 pm, by appointment.

Big issues on behalf of constituents:
As a new MP, Kibble says he wants to fight for greater affordability and safer communities.
On June 11 in the House of Commons, Kibble raised the issue of BC Ferries choosing a shipbuilding supplier in China instead of in Canada — a key consideration at a time when the Liberal government is encouraging a ‘Buy Canadian’ approach to spending in pretty much every area of Canadian life and business.
The issue ended up with the Transport Committee in Ottawa this summer (one of the few House of Commons level of business that has happened this summer). Federal ministers did not call for cancellation of $1 billion federal loan for the shipbuilding contract that was issued by the Canada Infrastructure Bank.
Summer 2025 dynamics:
This summer as the new MP, Kibble has attended various community events. He was in four communities on Canada Day, July 1.
The House wrapped up their sitting on June 20 and MPs have been off for the summer. Clearly that gives them time for meeting constituents, learning more about current concerns in their home ridings, and for new MPs in particular to get their offices set up.
Kibble says he would have been fine with working through the summer because there are many pressing issues facing Canada right now.
Notably, the Conservative party still operates without their party leader having a seat in the House of Commons. Conservative Party Leader Pierre Poilievre is running in a by-election on August 18 in Battle River-Crowfoot in Alberta. Carney ‘played it straight’ and called the by-election, to not be ‘playing games’ to get Poilievre back into the House by fall so that the Opposition is in full swing.
The House of Commons 2025 Fall Sitting starts on Monday September 15.
Visiting the new office:
Local media had a chance to tour Jeff Kibble’s local office this week.
The second-floor office has plenty of big windows, so it’s a bright space.

The office layout meets all the required federal specifications for MP offices: private office for the MP, a meeting room, a reception area, and a waiting room. There’s also a small office-style kitchen area.
On the walls will be maps of the constituency and other displays of work in progress, achievements, and perhaps some local art.

A celebratory cake was enjoyed by the small group of staff and other folks who attended the small gathering including Langford Mayor Scott Goodmanson who dropped in, some military veterans, seniors and young adults from the community.

Jeff’s wife Angel Kibble co-hosted the event, along with the office staff.

Constituency services:
Like all MP constituency offices across the country, the staff do a lot of the heavy-lifting to serve constituents with sorting out forms and inquiring about services.
So far, Kibble’s constituency office has handled constituent concerns or needs regarding Citizenship and Immigration Services, veterans services, Canada Revenue Agency (CRA), and seniors support (CPP And OAS).

The range of responsibilities of a federal constituency office includes providing information or assistance about Service Canada, passports, Disability Tax Credit, Canada Revenue Agency, Veterans Affairs, Employment Insurance, Old Age Security, and Phoenix pay issues.
Over the past month, Kibble’s Langford constituency office has been getting about 200 emails and phone calls per day.
The Langford office has three staff.
Winning the riding:
As the Conservative candidate in, Kibble won in the Cowichan-Malahat-Langford riding in the April 28, 2025 federal election, against some tough competition from long-time NDP MP Alistair MacGregor and Liberal candidate Blair Herbert.

The vote was split further, four-ways, with a Green Party candidate in the race as well, with candidate Kathleen Code.
Kibble almost certainly had the backing of the strong business community base in Langford.
Riding size and footprint:
Cowichan-Malahat-Langford is 4,549 km2 in size (2,826 sq miles), covering a footprint from Langford up along the Malahat and the east side of the island to Duncan, as well as the Juan de Fuca areas beyond Sooke up to Port Renfrew.

As of 2023, the population of Cowichan-Malahat-Langford was 124,115 of whom 104,791 were registered electors.
To and from Ottawa:
Jeff and his wife Angel travel to Ottawa when the house is in session. Like most MPs, they have arranged for a living space in Ottawa.
Kibble will have a six-minute walk to his office in the Justice Building at Parliament Hill.
Together, the Kibbles have five young adult children from previous marriages.
