The cost of getting rid of your garbage will go up starting January 2, 2025.
Rates also went up a year ago, starting January 2024.
The Capital Regional District (CRD) Board has approved bylaw changes at Hartland Landfill, including increased tipping fees for general refuse, controlled waste, and asbestos.
Hartland Landfill accepts materials from across the Greater Victoria region.
Passing along the fees:
Private services that pick up garbage, kitchen scraps and recycling are likely to start charging more in order to cover the increased costs.
Some of these rate increases may get passed along by municipalities where the municipality includes refuse pickup within municipal services and taxes.
Free drop off for recyclable items:
Household hazardous waste can still be dropped off free for recycling such as batteries, cooking oil, motor oil, paint and pesticides.
Clean textiles (clean and bagged) can be dropped off free, as can bicycles.
Electrical items like TVs, computer equipment, A/V equipment and toys can be dropped off free as well as light fixtures, small appliances and power tools.
Fees for mattresses, yard, house & kitchen:
There are drop-off fees for things like mattresses, yard and garden waste, roof shingles, branches, and kitchen scraps.

Rates for accepted items are listed on the CRD Hartland Landfill webpage.
The changes to Hartland Landfill Tipping Fee and Regulation Bylaw No. 3881 and Ticket Information Authorization Bylaw No. 1857 will come into effect on January 2, 2025.
The general refuse tipping fee will increase from $150/tonne to $155/tonne to keep pace with inflation and align with 2025 general refuse tipping fees in other regional districts on Vancouver Island.
Controlled sate and asbestos tipping fees:
Controlled waste and asbestos tipping fees will increase from $157/tonne to $214/tonne.
CRD says this highlights the higher operational cost of responsibly managing these materials compared to general refuse and will signal to landfill users the risk to human and environmental health that these materials pose.
Big increase in fines:
The fine for improper disposal of asbestos will increase from $200 to $1,000 per infraction to enhance bylaw officers’ enforcement tools.
