UPDATES NOVEMBER 6, 2025: 11 am – The Conservative sub-amendment will be presented in the House of Commons on Thursday evening, November 6. The Bloc Quebecois will present an amendment on Friday. The NDP is not expected to support either amendment. | 6 pm : The Conservative amendment did not get support in the House of Commons this evening. | 7 pm: Sub-amendment proposed by the Conservatives would have cut services and was not approved — the vote went in favour of the Liberal government this evening: 139 votes in favour / 198 votes against (Liberals, NDP, Bloc).

Regarding the release of Budget 2025 by the Liberals yesterday, today local MP Jeff Kibble (Cowichan–Malahat–Langford) says that “the Conservatives are clear that Canadians deserve an affordable budget”.

“But this Budget did not deliver. Instead, we were presented with more inflationary spending that will make life even more unaffordable for Canadians,” says Kibble.

“I am disappointed that there was no meaningful pre-budget consultation to see what it would actually take for Conservatives to support Budget 2025 as written,” said Kibble.

Conservative Leader Pierre Poilievre said in the House of Commons today that the Liberal budget will cost every Canadian $5,400.

Budget 2025 increases the deficit to $78.3 billion. The Conservatives feel this forces Canadians to pay more in debt interest than Ottawa transfers to the provinces for health care.

Conservatives will put forward an amendment — likely on Friday November 7. The amendment is intended to “protect Canadians from inflationary spending and make life affordable again”.

Conservative amendment:

The Conservatives say their amendment will include:

  1. Removing the industrial carbon tax that passes the cost to consumers, raising the cost of food and fuel;
  2. Reducing bureaucracy and cutting red tape to build affordable homes quickly;
  3. Cutting wasteful spending to bring down national debt; and
  4. Opening up Canada for investment and opportunity by developing our precious resources.

“We hope to see the Liberals work with us to make Budget 2025 stronger and support our amendments for a more affordable life for Canadians,” says Kibble.

Comments from Kibble:

“The government is not reducing bureaucracy to build homes, in fact they have created an entirely new department to be in charge of this instead of empowering builders to do the job they have trained to do,” said Kibble in a statement sent to Island Social Trends today.

“The national deficit in this Budget is the largest Canada has seen except for COVID,” he says. “There are many inefficient programs that they are spending money on that are costing Canadians far more than they see in aid.”

“They have not made any real commitment to develop our resources, in fact they’ve only indicated that they will get them to the final investment stage, with no investment coming directly from the government,” Kibble points out in his statement.

However, the Liberal government might point to their Major Projects Office as investing government resources in providing efficiency and a leading edge for chosen projects.

Carney today:

In Question Period today, Prime Minister Mark Carney said that 75% of the measures in Budget 2025 are to protect Canada’s sovereignty and the balance is for affordability.

Earlier in the day, Carney held a press conference in Ottawa and said that the challenges Canada faces “are not small”.

Budget 2025 timeline:

Today the Bloc put forward an amendment, the Conservatives will present their amendment on Friday. The NDP Leader says that party is still reviewing the budget.

After a week off around Remembrance Day, the House of Commons will resume sitting on Monday November 17.

The budget could be passed if the Liberals find two more votes, to shore up the votes from their current 170 MPs. With 343 seats in the House of Commons, a majority vote requires 172 seats. The NDP could find the support of social programs in Budget 2025 (child care, food in schools, Pharmacare) and provide those two needed votes.

A budget vote is a confidence vote. If the vote fails then a federal election would be called.
