Carney delivers first speech as re-elected prime minister

Prime Minister Mark Carney today in Ottawa delivered his first speech since the 45th General Election on April 28.

He opened by saying that he will announce his cabinet in the week of May 12.

Parliament will be recalled on Monday May 26. The Throne Speech will be delivered in person by King Charles III on Tuesday May 27.

Carney’s remarks about the trade war launched by the United States President earlier this year included that Canada’s “old relationship based on steadily increasing integration is over”.

Federal trade barriers across Canada will be removed by July 1, Carney stated.

There will also be a middle class tax cut by July 1. Pharmacare and $10-a-day child care will roll out and the dental care plan will now be extended (beyond seniors and children under 12).

Private developers will have access to a $25 billion fund to stimulate the building of more homes in Canada, which Carney says will help with affordability. This will be based in part on building more prefab and modular homes.

Development cost charges will be “cut in half” said Carney. That might be a problem for municipalities that will usually rely on DCCs to pay for infrastructure development which supports growing communities.

Premiers write to the prime minister:

Today Canada’s Premiers wrote to the Prime Minister with their congratulations following the April 28, 2025 federal election.

Signed by Ontario Premier Doug Ford as Chair of the Council of the Federation, the letter says: “Right now, it is crucial that we work together to address ongoing challenges, particularly the tariffs imposed by both the United States and China on Canadian exports.”

Ford continues to say that each of the premiers have “taken steps to strengthen strategic relationships with key US leaders to push back against the tariffs”, but that the Premiers continued to believe “that we are stronger together”.
