Three members of council were unable to attend tonight’s March 2, 2026 City of Langford Regular Council Meeting.
Attending in council chambers were City Councillors Keith Yacucha (who was selected to chair the meeting), Colby Harder and Mary Wagner. Councillor Lillian Szpak attended remotely via Zoom. Unable to attend this evening: Mayor Scott Goodmanson, and Councillors Kimberley Guiry and Mark Morley.

Someone participated remotely in public participation to essentially remind council that they do not need to approve any development permit that in front of them, as part of recommending to council that they not approve another development on Peatt Road where already at least two approved developments have not proceeded. Land use decisions should include things like density considerations, but should not be influenced by other development histories, staff reminded council.
The West Shore RCMP annual report was lauded for being more detailed in previous years.
A liquor licence expansion (for use of a patio) was considered without reason for dispute; in fact council appreciated that a business would be do well enough to consider that sort of expansion.
The Langford Station economic area on Station Avenue in downtown Langford will hold lease fees at the same level for the next three years, as a way to encourage more vendor participation. There was discussion about also encouraging more Indigenous business community participation.
The Animal Control bylaw discussion was mainly about how to deal with enforcement of deer complaints. Dangerous animal concerns and people not being allowed to feed wildlife are covered under provincial legislation, council heard this evening.
Some Bylaw discussions:
Item 9.1 – Bylaw No 2146 Langford Zoning Bylaw, Amendment 707 (2614, 2616, 2618, 2622, 2626 Peaatt Rd, and 2622, 2625 and 2629 Sunderland Road. Bylaw No 2146, 2026. Timing, pacing and cumulative impact of housing development is being paid attention to by Councillor Lillian Szpak. She said she is not against development but is concerned about ensuring that the most beneficial projects go forward. Counclllor Keith Yacucha feels the development assessment and bylaw process over the last three years has institutionally matured. Passed first, second and third reading (with Councillor Szpak opposed).
Item 9.2 – Bylaw Nos. 2239 & 2212 – Animal Responsibility Bylaw (First, second and third reading). councillor Harder hopes to see provincial resources in alignment with Langford’s needs. Passed (Yacucha opposed).

Tonight’s agenda for the City of Langford Council Meeting (7 pm) includes review of reports that were considered by the city’s Community Advisory Committee:
- West Shore RCMP Annual Report;
- Application for an Extended Area of Operation for a Liquor Primary Licence;
- Bylaw 2265 – The Langford Station; and
- Bylaws 2239 and 2212 – (CRD) Animal Control Bylaws.
There will be Public Participation, and later on consideration of various property-related bylaws.
This comes in the middle of the season for development of Budget 2026.
